Usually, cheap designers are new to the business and looking to establish a client base, students in school, or worse, moonlighting. (What about long term support when some new job comes along?)

Many use templates, which are pre-designed websites available for purchase. Some templates look great, others are garbage. A common problem you run into with a template is that other people can buy and use it, and your website will share its look with many, many others.
